Transportation Rules for COVID response specifically for Public and Private for hire transportation.


  • NO PASSENGERS ARE ALOWED in the FRONT SEAT.
  • Drivers will wear a non-surgical mask of face coverings and disposable gloves. Its recommended drivers replace disposable gloves after every transport.
  • Drivers will disinfect the driver area prior to beginning each shift, at the end of each shift, and during hours of operations when permitted.
  • Items left behind by customers will be collected in plastic bags by drivers while wearing plastic gloves.
  • High touch surface areas - seats, floors, door handles, credit card machine, seat belts - should be disinfected after every use.
  • Passengers should be restricted to single person or single family use.
  • Passengers in larger vehicles should be expected to sit as far from the driver as possible.
  • Passengers should be encouraged to wear masks or face coverings.


  • Avoid using the recirculated air option for the car's ventilation during passenger transport; use the car's vents to bring in fresh outside air and/or lower the vehicle window.
  • Any cash tips should be placed in a plastic bag and sanitized before handling.
  • When possible drivers should have gloves and masks available for customers to purchase.
  • Passengers should be asked to handle thier own luggage, personal belongings, personal items, and bags during pickup and drop offs. When drivers handle luggage they should replace plastic gloves immediately after each use.
  • Drivers should keep a minimum of 6 feet from passengers when outside the vehicle.
  • Do NOT share personal use items like pens and paper with passengers.

Yellow Cab Drivers Must read this material, ask questions, and sign off on following these instructions during the COVID-19 pandemic.





For Salt Lake County DOH All Yellow Cab Drivers Must:

  • Insure proper Social Distancing at all times while transporting DOH clients.
  • Arrive at DOH pickup address wearing a mask and gloves.
  • Get out of their cab, identify and give the DOH client the kit containing gloves and a mask. If there are more than one passenger, the driver will supply kits for every passenger.
  • The driver will insure DOH clients are properly masked and gloved before opening the vehicle door for them.
  • Verify DOH clients are properly secured with seatbelts in the passenger compartment before departing the pickup address.
  • Safely keep track of all internal and exterior surfaces touched by the DOH client during transportation.
  • Drive immediately to the DOH prearraged client testing location. No Stops or Delays of Any Kind!
  • Respond to all messages sent by the DOH portal response team. Plans can change - so safely read incoming messages.
  • Drive to the testing facility's assigned entrace and look for the Response Team. They will be looking for you.
  • Follow all instructions from the DOH Client response team.
  • If required, drive the DOH Client to the next location indicated by the DOH.
  • Insure all disposable safety equipment is discarded appropriately.
  • Santize all areas of the vehicle the DOH client touched and specifically the entire customer area before resuming normal service. This includes using approved cleaners and methods.
  • Driver Packet Inventory and Use
    • 1 N95 mask for driver use
      Drivers will use these multiple times, and protect them in the plastic bag issued with the kit when not being used. DOH suggests having masks on before arriving at the address given for the DOH client.
    • 3 Client Transport Kits
      Consisting of:
      • 1 DOH Client Mask.
      • 1 Pair DOH Client medical gloves.
      • 2 pair of medical gloves to be used by the driver.
    • Driver Gloves
      1 pair Will be used before and during DOH Client Transportation.
      1 pair will be used to santize the vehicle immediately after DOH Client service.


  • Drivers should return to the office after DOH Client transportation to replenish their kit supply. Approved drivers should keep 3 kits with thier N95 masks until further notice.
